MSIP 5
I attended a meeting yesterday, April 11, at MASA where the agenda focused on the concerns and thoughts regarding MSIP 5. Representative from the majority of Missouri’s associations and organizations were represented. Becky Odneal, former Chief Accountability Officer for the then Department of School Improvement and Accountability at DESE and who was directly involved in the determination for both MSIP 3 and MSIP 4 and the first draft of the MSIP 5 standards, led a presentation and discussion regarding the new directions being taken in regard to the newly proposed MSIP 5 Standards.
Many concerns were voiced including the following:
- Resource and Process Standards removed
- DESE classifies and reviews annually
- Rules and Standards “working documents”
- Condition of classification – CSIP
- Additional measures included on APR for reporting purposes
- Collect evidence of best practices implemented in districts across the state
- Additional assessments
- Performance Standards, significant changes
Questions were posed regarding:
- Why were the first MSIP 5 Standards and Rules abandoned?
- How does eliminating Resource and Process Standards from MSIP equate to “raising Standards”?
- What is the “State Standard” used to measure performance? 75% proficiency, 100% graduation rate?
- Who is going to pay for all of the additional assessments?
- Why has stakeholder input become “an after the fact” practice?
After listening to many of you voice your concerns over the proposed Standards for MSIP 5 and after hearing the concerns from the heads of the state’s leading associations and organizations, SMCAA suggests that teachers, administrators, and parents review the proposed new standards closely and determine the impact they would have on your district operations and most importantly the impact they would have on your students.
The public comment period for MSIP 5 begins this Friday, April 15 and runs through May 15. In submitting your concerns to DESE it is recommended that you:
- Email or mail DESE within the submission period
- Address each issue/objection separately (preferably under separate cover)
- Justify objections
- Cite research
- Cite implications for students, parents, teachers, administrators, and school districts
- Be specific and use real-life examples of how it would affect your students, district and teachers/administrators
Make recommendations, where applicable

There are important issues involved in the proposed new MSIP 5 Standards that warrant your close scrutiny and active voice. Remember, if you say nothing now – you will have no right for complaints later.
I will keep the SMCAA membership informed of any actions that are proposed or taken by Missouri’s associations and organizations that met yesterday.
