MSIP 5 Update

Throughout the summer, three rounds of Regional Advisory Committee meetings were held in Springfield, Kansas City, Moberly, St. Louis and Poplar Bluff to review the MSIP 5 proposal. Nearly 350 students, teachers, principals, superintendents, school board members, business people and elected officials participated. These participants identified key consensus points on ways to improve the proposed standards; a revised proposal was presented to the State Board of Education during the August 2011 meeting. This version of the MSIP 5 rule, including Performance Standards and Indicators, is currently going through the formal rule-making process with the public comment period ending on November 2. The rule is expected to go to the State Board of Education for final approval at the December meeting.

This week, regional meetings were again held in the same five regions to engage well-informed school, district and community representatives in discussion regarding accountability system design. Discussion focused on how to design Missouri’s accountability system to reflect the principles of constituencies across the state. Participants were selected by educational organizations, and meetings were open to the public for observation. Presentations, meeting material and written small group feedback will be posted on the department’s website at www.dese.mo.gov/qs/MSIP5.html early next week.
Through the department’s relationship with Mid-Continent Comprehensive Center (MC3), Dr. Stanley Rabinowitz, Director of WestEd\CRESST’s Assessment and Accountability Comprehensive Center, has been providing guidance in developing a plan to create the scoring guide for the performance standards. Dr. Rabinowitz also leads the multi-state SMARTER Balanced Assessment Consortium (SMARTER Balanced) project, of which Missouri is governing state. He met with the steering committee a few weeks ago to discuss the first steps in the process and will return to the state in December for additional assistance.
In addition to the Board’s authorization of publication of a notice of proposed rulemaking for the performance standards, during the August 2011 meeting the State Board also charged the Department with bringing a new rule to update the process and resource standards by August 2012. The board agreed that the process should:
Start with the recommendations previously developed by the MSIP advisory committee convened in 2008-09;
Consider current research and best practices; and
Include stakeholders.
